Recently, the Tianjin Jinbin Water Plant completed a comprehensive upgrade of its security system, covering video surveillance, access control management, alarm linkage, and more. The project adopted Wintop industrial-grade PoE switches as key communication equipment to ensure efficient transmission of monitoring signals in complex environments, building an intelligent, efficient, and secure security system for the plant.
"If it were a traditional water plant, managing such a large water supply scale would require a lot of manpower for inspection and operation, making it difficult to achieve 24-hour control," explained a plant official. "After implementing the smart water plant upgrade, plant operations have improved in both quality and efficiency, better guaranteeing water safety. Water production management is now monitorable, analyzable, and controllable, which greatly reduces manpower input and improves management effectiveness."

Project Introduction
Jinbin Water Plant is the first plant in Tianjin to receive raw water from the South-to-North Water Diversion Middle Route Project. The Phase II expansion was completed in January 2023, simultaneously advancing the smart water plant initiative. At present, the peak water supply scale of Jinbin Water Plant has been raised to 750,000 cubic meters per day, equivalent to the total supply capacity of all Tianjin plants in the early 1980s. To further enhance the plant’s security and ensure the safe operation of key areas like water sources, purification zones, and power distribution rooms, this project involved a comprehensive upgrade of the plant’s original security system.
The upgrade included: HD video surveillance, optimized alarm linkage, improved access control for key passages and areas, and unified integration of the security management platform. Through these optimizations, the plant’s overall security management capability, event response efficiency, and visualization have been significantly improved, providing a solid guarantee for the city's water supply safety.

Wintop Solution

This solution builds a highly reliable fiber-optic ring network based on Wintop switches, realizing efficient access and stable transmission for front-end monitoring devices.
Within the overall network architecture, Wintop switches act as key access layer communication devices, connecting front-end cameras, detectors, and other security subsystem terminals. They are designed as two independent ring networks, constructing highly redundant and highly available communication links:
First ring network
The first ring network deploys 10 CM6320-2GF18GT-16POE switches in indoor monitoring areas, responsible for PoE power and data collection from front-end devices. They offer gigabit access, high-density ports, and intelligent DIP switch capabilities, ensuring zero packet loss and zero latency data upload.

Second ring network
The second ring network deploys 8 RS6310-2GF8GT-8POE and 2 RS636-2GF4GT-4POE industrial switches for outdoor monitoring boxes, featuring IP40 protection and strong resistance to harsh environments. With -40~+85℃ wide temperature operation, outdoor operation is stable and reliable.

Fiber-optic ring network: faster, more stable, and safer security communications
01 High reliability: network redundancy, sub-second self-healing, ensuring 7×24 hour stable system operation;
02 Strong fault tolerance: ring topology effectively avoids single point failures and ensures uninterrupted communications;
03 Flexible flow control: meets the transmission needs for different types of video data and control signals;
04 Highly scalable: reserved ports for future device access and function expansion, meeting future upgrade needs.

Leveraging stable power supply, excellent anti-interference performance, and remote O&M capabilities, Wintop’s industrial-grade PoE switches comprehensively support the high-standard communication needs of Jinbin Water Plant’s intelligent security system, forming a solid “communication defense line” for the city’s water supply safety.
