1. Overview
With the rapid development of national highway traffic construction and the popularization of motor vehicles, criminal and public security cases related to roads and motor vehicles have been increasing year by year, especially hit-and-run accidents, motor vehicle theft and robbery, and vehicle smuggling along intercity highway networks are becoming increasingly rampant, which not only poses a great threat to public security, but also undermines the stable and united political situation, thus attracting great attention from relevant state ministries and commissions. However, such criminal cases, characterized by wide coverage, mobility, and speed, have made police investigation more difficult and put forward higher requirements.
Running red lights is a common traffic violation in cities and is one of the important causes of disorderly traffic, congestion, and major traffic accidents.With continuous economic development, the urban population and number of motor vehicles have grown rapidly, increasing pressure on urban road traffic, with traffic accidents occurring frequently at intersections, seriously threatening the safety of people's lives and property..Relying solely on manual management wastes human resources and does not produce obvious results..The automatic traffic violation recording and punishment management system(also known as the “electronic police” system) uses high-tech means to automatically collect evidence of various traffic violations occurring on the road,and by faithfully recording violator vehicles and implementing penalties, it can effectively control these hazards and greatly improve the level of scientific urban traffic management.

2. System Components
This system adopts a pure video detection method, automatically performing real-time frame-by-frame detection, locking, and tracking of moving objects in the video stream, and determining whether a vehicle has violated traffic rules based on its trajectory,and recording it. It does not require damaging the road surface or embedding coils. The system uses a 5-megapixel CCD high-definition integrated camera as the acquisition unit, with a single camera covering 3 lanes in one direction; it also supports LED strobe lights for night-time supplementary lighting. The equipment is stable, simple in structure, and easy to install and maintain.
The system is divided into three parts: front-end acquisition, network transmission, and central management. The overall framework is shown below:

“Electronic Police” subsystem uploads the captured violation vehicle images from the capture and recording unit to the control center server in real time or on a scheduled basis. Staff at the control center access the vehicle information database of the vehicle management office through the management computer input software, overlay the violation vehicle information onto the violation images, and then save them on the electronic police website on the server. Each brigade and squad accesses the electronic police website through a standard web browser, and handles violation vehicles within the intersections under their jurisdiction according to the assigned permissions. The handling time, handler, handling result, and other related information are stored on the electronic police website for later query.
2.1. The front-end part of the electronic police mainly includes: HD integrated capture cameras, supplementary lights, switches and other equipment, as well as peripheral supporting equipment such as video communication cables and specially designed cabinets, which realize functions such as red-light violation detection, image capture, video acquisition, data compression, data transmission, equipment management, and data upload.
2.2. The function of the transmission part is to upload the information collected by the front end, including vehicle violation information and traffic flow information, to the application server system of the command center (monitoring center) through a dedicated communication network.
The transmission part mainly uses wintop industrial Ethernet switches for front-end information collection and transmission, as well as back-end aggregation and transmission. Gigabit bandwidth ensures bandwidth reliability, stability, and security.
2.3. The central management part mainly includes the hardware system and software platform, including the central management server, database server, management client workstation, router and network switch equipment.

4. Solution Features
This solution adopts a three-layer architecture, namely the on-site acquisition layer, the intersection aggregation layer, and the central monitoring layer.
At the intersection acquisition layer, depending on the number of cameras, you may choose wintop unmanaged switches, RS205-1F4T (1fiber4copper), RS203-1F2T (1fiber2copper), RS209-1F8T (1fiber8copper) for camera access, then uplink to the RS2010-2GF4F4T aggregation switch in the cabinet through a 100MB optical port; at the intersection aggregation layer, four 100MB optical ports of a 4-fiber 4-copper 2-gigabit switch are used to aggregate data from four intersections, and then uplink to the monitoring center through a 1000MB optical port.
The intersection camera access uses 100M copper ports, the intersection aggregation layer uses 100MB optical ports, and the uplink to the monitoring center layer uses 1000MB. This gradient bandwidth design effectively solves uplink congestion, ensures efficient and high-speed network operation, and makes video streams smoother; since the entire network uses optical transmission, the network has very strong anti-electromagnetic interference capability. Wintop industrial Ethernet switches are designed strictly in accordance with industrial four-level standards and have significant performance in anti-electromagnetic interference, avoiding electromagnetic interference problems in field applications.
